Which organization is responsible for the recognition of foreign medical diplomas?

Foreign medical graduates who want to practice medicine in germany must have their basic medical training recognised. Responsible for our region is the Regierungspräsidium Stuttgart.

Which organization is responsible for the recognition of foreign specialist diplomas?

The recognition of the specialist qualification is only possible after the acceptance of the medical diploma.Thereafter Baden-Württemberg State Medical Association is in charge for recognizing the specialist diploma.

What documents must be submitted for recognition?

The competent licensing authorities listed above provide information on which documents are required for the recognition of the particular doctor’s diploma.

Can I have the equivalency of my medical training checked even if I cannot yet provide the German language skills required for the license to practice medicine?

Yes. Physicians that have completed their training outside of Germany can begin the application process for the basic medical diploma, even if the german language skills do not met the requirements yet. However, the approbation will only be issued if the necessary knowledge of the german language is obtained and all other requirements have been met.

How can I prepare?

Various institutes in Germany offer integration courses for foreign physicians and offer preparatory courses e.g. for the knowledge test if needed . The following institutes are approved by the Federal Employment Agency and accept vouchers issued by employment agencies:

Can I apply to several licensing authorities at the same time for a license to practice medicine or a professional license?

No. The application for a license to practice medicine or a professional license may only be submitted to the authority in whose area the medical activity is sought. Therefore the doctor must decide in which federal state he wants to work before submitting the application. What role does citizenship play in the granting of the license to practice medicine?Citizenship is not decisive in the granting of a license to practice medicine.

I have successfully completed my basic medical training in a member state of the European Union (EU). Will my medical diploma be recognised?

A basic medical training completed successfully in a member state of the European Union will, on request, be automatically recognised in Germany provided that:

  • the qualification is listed in the European Directive on the Recognition of Professional Qualifications (2005/36/EC, Annex V No.5.1.1)
  • the minimum criteria of the directive are met
  • the basic medical training had been started after the specified reference date.

Once the registration authority receives all necessary documents, it has to decide upon the application within a time limit of three months.

As the EU has passed corresponding treaties with Norway, Iceland, Liechtenstein and Switzerland, similar rules apply for diplomas from these countries.

If all the other requirements are met (knowledge of the German language, health requirements, no criminal record, etc.), the applicant obtains full registration.
